BINGHAMTON, NY ---- Shumaker Consulting Engineering & Land Surveying, P.C. (SCE) proudly announces Tamer Osman, P.E. as the newest SCE Partner. Mr. Osman has over 9 years of professional experience in the engineering industry; specifically on civil, transportation, and structural projects.

Linda M. Shumaker, P.E., SCE President, states, “We welcome Tamer as he joins the eight (8) shareholders of SCE to broaden the company’s vision and mission. He has led the structural service area within our Binghamton office and has proven his management skills in the growth mode of the company. Tamer will continue to provide expertise in the strategic planning of the company.”

His experience includes projects involving the design of bridges, roundabouts, retaining walls, tressels, flooring, and precast structures. Mr. Osman has also provided service as a Bridge Condition and Rating Inspector.

NAMED 2009 NATIONAL TOP 10 TRANSPORATION PROJECT

Shumaker Consulting Engineering & Land Surveying, P.C. (SCE) is proud to announce that the American Association of State Highway and Transportation Officials, the American Automobile Association, and the U.S. Chamber of Commerce has selected for the America's Transportation Awards competition, the reconstruction of the interchange of Interstate 86 and State Route 15 project in the Town of Erwin, Steuben County. This project has been named one of the 10 best transportation projects in the nation for 2009. On this project, SCE was a member of the Stantec Consulting Group, Inc. team based out of Edmonton, Alberta, Canada.

The reconstruction of the interchange of Interstate 86 and State Route 15 addressed the design development for new, fully directional and semi-direct interchanges that will be constructed to current standards for interstate highway systems. The scope of this project included rehabilitation of the Cohocton River Bridge and operational improvements that employ an existing portion of US Route 15 as a local road and thereby segregate traffic to and from NYS Route 17. As a subconsultant to Stantec Consulting Group, Inc., SCE was responsible for survey/mapping, environmental engineering, and highway design tasks.

Stanley Gee, Acting Commissioner of the New York State Department of Transportation, comments, “On behalf of Governor Paterson, I offer congratulations to Region 6 staff and everyone who worked on the I-86/Route 15 project. We're proud of your effort and glad to share in the recognition of it.”

This $141 million road reconstruction project, which was completed in 2008, has been recognized for a total of seven (7) awards. This project was also recognized on the national level by The Roads and Bridges Magazine as the #8 top road project in the county.

This bridge is listed in NYSDOT's Inventory of Historic Bridges due to the rare type of the existing arches,curved floor beam ends, and vertical picket bridge railing. The project’s objective was to widen the bridge while maintaining its historic aspects.

The solution was achieved by adding new induction bent tubular arches—technology recently applied to bridge design—at each fascia to provide for two sidewalks and two new bicycle lanes while preserving the historic arches. The new arches were elevated—so that the existing arches remained visible—and painted to provide differentiation between existing and new elements. Curvature at the ends of the floor beams and railing also were replicated. A critical issue was to match the exact geometry of the existing and new structural elements.

The duration of closure was minimized since this is the most heavily traveled bridge on Cornell University campus for both pedestrians and vehicles. The design met three basic objectives: a crash tested railing system, replication of the vertical picket elements, and an aesthetic pedestrian railing that prevents climbing while being visually appropriate for its location.
